Dr. Elba Garcia has dedicated her life to serving others as a dentist, educator, community leader, and public servant. Born and raised in Mexico City, she immigrated to the United States with a dream to build a better life and help others do the same. Today, she represents Dallas County’s District 4 with integrity, compassion, and a commitment to progress that benefits all.
A Journey of Service
After earning her Doctorate of Dental Surgery degree and opening her own dental practice, Dr. Garcia quickly became a respected voice for health and education in her community. Her leadership led her to public service, first as a Dallas City Council Member, and now as a Dallas County Commissioner, where she continues to champion transparency, affordability, and equity for every resident.

A Record of Accomplishment
As County Commissioner, Dr. Garcia has:
- Protected taxpayers by keeping lower tax rate unchanged for over a decade
- Expanded access to affordable housing and raised the homestead exemption
- Improved roads, bridges, and trails that connect families and businesses
- Enhanced public health access through community health fairs and support for Parkland clinics
- Modernized county government, cutting deferred maintenance costs and launching digital transparency tools

With collaboration, accountability, and empathy at the heart of her leadership, she’s ensuring that every community — from Oak Cliff and Cockrell Hill to Irving, Grand Prairie, and the northwest side of Dallas — has a strong voice at the table.
